although I had been repeatedly recommended for such promotion by Goremors Blake, Nathan and Lugard. The disappointment at having been passed over in such a case was somewhat soft- ened by the fact, as I fimly believed, that I was at least secured for a maximum pensionable rate of £720 stg. per annum through the personal allowance.

I am a married man with my wife and family in England to maintain, and having relied on the increase in January next, I have taken it into my calculations in making my family ar- rangements to which I am committed as regards expenditure, and should it now be withheld it would be embarrassing with

my limited income, besides having an adverse effect on my

pension and the Widows' and Orphans' Fund

I submit my case in the samest hope that my statements

may be found sufficient to satisfy Mr Beore tary Harcourt that

the increment applied for solely depended on whether any pro-

motion had occurred during the 3 years' period.
